BRUSSELS (Dow Jones)--Plans to curb carbon emissions in the European Union likely will force some heavy industries to leave the bloc, the Financial Times reported Wednesday, citing documents from the European Commission.

E.U. aluminum producers are among the industries expected to be hurt by the rising cost of carbon emissions, the FT said.

Steel, cement and chemicals companies will need to raise prices by 5% to 48% to cover added costs, the commission documents said, according to the FT.

The E.U. is trying to reduce an over-allocation of carbon credits in its current emissions-trading scheme. A stricter trading plan is due to be in place in 2013.
