Hasan Qabazard, head of research at the Organization of Petroleum Exporting Countries said Thursday that he expects to see oil stocks build up to between 400,000-500,000 barrels a day on average in 2008.

Qabazard also told reporters in Dubai that he sees current OPEC spare capacity at 3 million barrels a day.
