An official of Russia's second-largest oil producer OAO Lukoil (LKOH.RS) has been released by Libya eight months after he was detained in the North African country, a company spokesman said Thursday.

"He is in Moscow," the spokesman said, referring to Alexander Tsygankov, the head of Lukoil's office in Libya, who was detained in November 2007.

According to Russian media, Tsygankov's detention was related to a December 2007 tender on the development of gas fields, the first tender held in Libya.

Tripoli and Moscow have grown closer this year. President Vladimir Putin visited Libya in April before he stood down and Russian gas giant OAO Gazprom (GAZP.RS) signed a cooperation deal with Libya's national energy company.
