Iraqi Foreign Minister Hoshyar Zebari says U.S. troops would pull out of Iraqi cities by next summer and leave Iraq altogether in three years, under a draft agreement with the Iraqi government, The U.K. Times reports Wednesday. Zebari also told the Times that U.S. troops would have diminished arrest powers, under a requirement to turn over prisoners to a joint U.S.-Iraqi committee.
