It will be difficult for the European Union to hold partnership talks with Moscow as long as Russian troops remain in Georgia, Polish Foreign Minister Radoslaw Sikorski said ahead of a European summit Monday.
"It's probably going to be difficult while Russian forces are still in Georgia," Sikorski told reporters as he arrived for the emergency summit on the Georgia crisis.
"People are uncomfortable with proceeding with business as usual," while Russia isn't complying with the terms of a French-brokered peace deal, he added.
