"The costs for developed countries to achieve more ambitious targets has
been lowered through the economic crisis, and thereby also opened a window of
opportunity," Carlgren, whose country holds the European Union rotating
presidency, told reporters on the sidelines of a meeting of the EU environment
ministers.
The ministers were meeting in Brussels to finalize the EU preparation for the
Copenhagen climate change negotiations in December, where developed countries'
targets to cut greenhouse gas emissions, as well as their financial assistance
to poorer nations in fighting the impact of global warming will be crucial on
the way to an international agreement.
The EU agreed to cut its carbon dioxide emissions by 20% by 2020, compared with
1990 levels, but has said it is ready to increase that commitment to 30%, if
other countries make comparable efforts.
