Chinese Vice Foreign Minister He Yafei said he is
"shocked" about remarks by the U.S. climate envoy Todd Stern that the
U.S. wouldn't provide money to help China face the challenges of climate
change.
Todd Stern "lacked common sense when he made these comments," He
Yafei said during a press conference on Friday, the fifth day of negotiations
in
Copenhagen
. He said industrialized countries have a responsibility to provide
financing and technology to limit the effects of global warming and an increase
in greenhouse gas emissions in developing nations.
The $10 billion a year the U.N. has said is necessary in the next three years
wouldn't be enough, he also said.
