LONDON (Zawya Dow Jones)--The Organization of Petroleum Exporting Countries will agree to closely watch market conditions and improve compliance when they meet in Angola's capital Luanda Tuesday but they will not change their official quotas, Qatar's oil minister said Thursday.
LONDON (Zawya Dow Jones)--The Organization of Petroleum Exporting Countries will agree to closely watch market conditions and improve compliance when they meet in Angola's capital Luanda Tuesday but they will not change their official quotas, Qatar's oil minister said Thursday.

"We are not in the position to change anything. In my opinion the ministers will decide to watch carefully the market and be very close to the market," Abdullah Al Attiyah told Zawya Dow Jones by telephone.

"We will see 2010 and how it will be in terms of demand, supply, economic growth, we won't see any change in the Angola meeting," he added.

Other issues OPEC members will discuss in Angola will be compliance among member states, which has been in constant decline this year. Production from the 11 members excluding Iraq rose to 26.612 million barrels a day in November, from 26.568 million a day in the previous month, the group's Vienna-based secretariat said in its monthly report this week.

OPEC's compliance with supply cuts agreed last year fell to 58%, from 59%.

"We will discuss compliance but it is too early to make a decision (on any action on compliance), this issue will be discussed during the meeting," he said.
