Bulgaria: Increased Sale Price of RES Electricity and Founding Programs

Ministry of Economics, Energy and Transport organized on 30 March 2010 a national informational day for presenting the programme “Intelligent Energy – Europe II – possibilities 2010”. The European Commission (EC) will launch this spring its next call for project proposals under the programme.

Here is a summary of the presentations made on the information day:

1. Enterprise Europe Network – a network for supporting business cooperation, innovations and technological transfer for increasing company competitiveness. Enterprise Europe Network is the biggest information and consultancy network in the world. Its aim is to assist small and middle-sized enterprises in developing their innovative potential and to increase their information level concerning the European Commission policies, oriented to business. It incorporates 40 countries (EU, EEA countries, the USA, China, Middle East, North Africa). The network offers:

- a wide spectrum of services connected with support, consultancy and assistance on integrating the business in the European market, technological transfer and innovations, consultancy and assistance with projects and programmes of EU.

- Programmes and projects and more specifically: initiatives, policies and programmes of EU; procedures for applying for financial support; consultation to small and middle-sized enterprises for preparing proposals for applying under the structural funds of EU, Seventh framework programme of EU, National Innovation Fund, etc.

2. Financing of projects by the Bulgarian Energy Efficiency Fund. Purpose – to finance activities related to increasing the energy efficiency of municipalities, industry enterprises and residential buildings. The Bulgarian Energy Efficiency Fund (BEEF) was established through the Energy Efficiency Act adopted by the Bulgarian Parliament in February 2004. The initial capitalization of BEEF is entirely with grant funds, its major donors being: the Global Environment Facility through the International Bank for Reconstruction and Development (the World Bank)- USD 10 million; the Government of Austria-Euro 1.5 million; the Government of Bulgaria-Euro 1.5 and several private Bulgarian companies.

BEEF has the combined capacity of a lending institution, a credit guarantee facility and a consulting company. It provides technical assistance to Bulgarian enterprises, municipalities and private individuals in developing energy efficiency investment projects and then assists their financing, co-financing or plays the role of guarantor in front of other financing institutions

3. Bulgarian Energy Efficiency and Renewable Energy Credit Line (BEERECL) (1st Jan 2010 – 30th June 2011). The BEERECL has been established to support industrial energy efficiency and small renewable projects in the private sector. Since April 2004 till January 2010, the €100 million BEERECL facility has developed 149 sustainable energy projects, disbursed loans of €81.4 million and provided incentive grants of €13.7 million to project developers. These projects have annually reduced Bulgaria’s CO2 emissions by over 570,000 MtCO2 eq. and replaced 891,324 MWh of electrical capacity from the Kozloduy Nuclear Power Plant with green energy sources, enough to cover the electricity consumption of about 282,000 homes

The package you can get under the BEERECL provides:

- Individual or multiple loans that sum up to EUR 2.5 million for your energy efficiency or renewable energy projects. In practice you may repay only 80% to 85% of the principal, because upon successful completion of your projects you can get back:

- 15% of the loan principal for energy efficiency projects

- Up to 20% of the loan principal for renewable energy projects (15% after 31 March 2010)

- Free consulting services from BEERECL consultants along the application procedure and in preparing your business plan

4. CARE+ Project aims at:

- Development, testing and offering of energy efficiency schemes for small and middle-sized enterprises working in the European chemical industry

- Spreading information about energy efficiency technologies and systems of managing small and middle-sized enterprises;

- Development of special investment schemes for facilitating the implementation of energy efficiency measures

A partner in the project is the European Chemical Industry Council (Cefic)

5. ELENA – European Local Energy Assistance is a programme for technical assistance of the European Investment Bank. ELENA is a financial mechanism:

- Created in cooperation between the EU and European Investment Bank for assisting local and regional authorities aiming at contributing to the aims 20-20-20

- Financed by means of the programme “Intelligent Energy – Europe”

- Meant to provide technical assistance in the field of energy efficiency, rational use if local potential from RES and non-polluted public transport

- Market-oriented

- Providing 90% of free assistance

- ELENA will assist cities and regions in developing their sustainable energy investments projects and mobilising investments. Through the facility, operated by EIB, the Commission will provide funding of €15 million to local authorities for financing their costs associated with development of municipal investment projects or programmes contributing to the overall EU energy targets.

- ELENA is funded by the Intelligent Energy Europe (IEE) programme and will contribute to cover the technical assistance costs related to eligible investment projects or programmes.

- Sustainable energy projects eligible under ELENA can focus on a variety of sectors, such as retrofitting of public and private buildings, sustainable building, energy-efficient district heating and cooling networks, or environmentally-friendly transport.
