The Organization of Petroleum Exporting Countries is set to admit the
National Transitional Council as Libya's representative after the United
Nations recognizes it as the legitimate government, people familiar with the
matter said this week.
"They [OPEC] are waiting for the U.N." to recognize the NTC before
following suit, one person said. The U.N. is widely expected to vote in favor
of the NTC when it meets at its next session starting Sept. 13, following the
fall of the regime of Col. Moammar Gadhafi.
A lack of clarity on who would represent
Libya
added
to the confusion at an acrimonious OPEC meeting that ended up with no decision
in June.
A representative of Gadhafi's regime did turn up late at the June meeting. But
with the fall of the colonel it is not clear who will represent
Libya
at
OPEC's next meeting due Dec. 14.
Until now,
Venezuela
, a
key OPEC member, has staunchly opposed the NTC's recognition, making its
admission to OPEC more difficult, the people said.
But most other members are now favoring it and the U.N. would lift any
objection, the people said. "Even
Algeria
is
not opposing them [NTC's representation in OPEC] as they were present at the
Arab League vote," one person said.
Algeria
has
been widely accused of supporting Gadhafi--an allegation it denies--and opposed
a foreign intervention in support of the rebels.
