The European Union's executive body has sent letters to five member countries threatening legal action if they don't implement rules aimed at opening up national energy markets to competition, it said Thursday.

opening up national energy markets to competition, it said Thursday.
Finland
,
Sweden
and
the
U.K.
have
not yet informed the European Commission as to whether they have integrated EU
rules on electricity and natural gas markets into their national legislation,
the commission--which has executive powers in the EU--said a statement.
Austria
and
Estonia
have
not done so either, but only for rules regulating the electricity market, it
said.
The commission is also looking at how other countries are implementing the
legislation, as some are not doing so fully, it explained.
"The commission is still analyzing the measures notified by other member
states which have only partially transposed the directives, and will decide on
further steps in the coming months," it said in a statement.
The countries have now two months to respond to the inquiries. If they don't,
the commission has the power to take them to court and begin legal action.
