The European Union hopes Iran will take the opportunity of a technical meeting about its nuclear program Tuesday to show it is ready to take concrete steps to address international concerns about its activities, the EU High Representative for Foreign Affairs said Monday.

"We hope
Iran will seize the opportunity of this meeting to show a willingness to take concrete steps to urgently meet the concerns of the international community, to build confidence in the peaceful nature of Iran 's nuclear programme and to meet its international obligations," Catherine Ashton said in a statement.

Her comments come a day after the EU introduced a full embargo on
Iran 's crude oil exports because of Tehran 's nuclear activities.

Talks between the international community and
Iran have ground to a virtual halt over the last few weeks following what EU and U.S. officials say were disappointing negotiations in Moscow last month and in Baghdad in May.

After the Moscow talks, the EU announced on behalf of the P5+1 that they were open to further technical talks with Iran but would not commit to senior-level discussions until Tehran gave clearer signs it was ready to discuss substance.

The P5+1 is the
U.S. , France , Germany , the U.K. , Russia and China .

European and U.S. officials say while Iran has promised to discuss the P5+1 proposal on Iran stopping its nuclear enrichment activities at 20% purity, Tehran has not yet engaged seriously on the issue.

Iran says its nuclear activities are for peaceful purposes. The U.S. and some European countries say Iran is seeking to develop nuclear weapons.
