The
Council of Ministers approved a new version of Bulgaria’s National Renewable
Energy Action Plan (NREAP) on January 9, 2013.
However, BGWEA would like to point out that the NREAP completely fails
to serve its purpose to provide a detailed roadmap of how Bulgaria expects to
reach its legally binding 2020 targets for the share of renewable energy in
their final energy consumption. The plan’s promotion measures and actions, the
technology mix and indicative trajectories are out of touch with reality and
need urgent revision.
While
the official press release of the government for the NREAP approval states that
“the plan envisions 58 measures to encourage (renewables) development”, it fails
to note that most of these measures relate to law provisions from 2008 and no
longer exist under current legislation.
The
plan also fails to mention any of the measures introduced to restrict renewables
development over the last two years, including the grid access charge which is
currently under investigation by the European Commission.
BGWEA will
send an official letter to the European Commission and the Ministry of Energy
with detailed analysis of the NREAP problems and seek urgent reversal of the
current policy and launch of a proper regulatory process and roadmap, based on
detailed analysis and genuine stakeholders consultation.
