Rusal's Chief Executive Oleg Deripaska also said the incident should spur efforts to build the Boguchansk hydro plant, which would "allow the energy balance to be partially restored after the accident and subsequent shutdown."

The turbine room of the Sayano-Shushenskaya hydropower plant in Khakassia flooded early Monday, killing at least 12, injuring 15 and leaving more than 60 missing.

The plant is owned by state-run OAO RusHydro (HYDR.RS), which is partnering Rusal in construction of the 3,000 megawatt Boguchansk power facility.
