A new package of proposals by Tehran "does not constitute a response to the proposals for negotiations on the Iranian nuclear program," said French Foreign Ministry spokeswoman Christine Fages.

European Union foreign policy chief Javier Solana is in contact with Tehran to try to organize a meeting and "we believe this should take place before the General Assembly of the United Nations" on Sept. 23, she said.

Iran's package was delivered to representatives of the U.K., China, France, Germany, Russia and the U.S. - the states tasked with persuading Iran to halt its uranium enrichment drive which they suspect is for making atomic weapons.

Tehran denies the charges and says its nuclear program has peaceful goals.
