Delegations from France, Iran, Russia and the U.S. sat down for a full plenary session at the Vienna headquarters of the International Atomic Energy Agency.

The meeting had originally slated for 1000 (0800 GMT), but finally started at 1115 in the presence of IAEA Director General Mohamed ElBaradei.

Wednesday was expected to be the crunch round after the parties failed to reach a breakthrough Monday or Tuesday.
