Companies from China and Spain were the biggest winners in Thursday's auction of concession to build transmission lines in Brazil .

"The presence of international and national competitors is always good. The more participants, the better for consumers because the bigger discounts are always welcome," said Edvaldo Alves de Santana, a director at the electric power regulator Aneel, which organized the auction.

A consortium that includes
China 's Zhejiang Insigma United Engineering won the biggest lot on offer, earning the right to build 102 kilometers of transmission lines in Rio Grande do Sul state, at the auction held in Sao Paulo .

The consortium offered to build the project in return for annual revenue of 19.98 million Brazilian reais, a discount of 48% from the maximum price set by the government.

Spain 's Elecnor SA (ENO.MC) won the second-biggest lot, which was the right to build 295 kilometers of transmission lines in the state of Mato Grosso do Sul. It bid BRL16.63 million, a discount of 50% from the government's maximum price.

The average discount to the maximum price was 43.7% at Thursday's auction, which was substantially higher than the historical average of around 26%, according to Aneel.

No bids were offered for the smallest project, to build 50 kilometers of transmission lines in Goias state, with a maximum price of BRL2.73 million per year.

"It's a rare occasion and it's always a surprise when that happens," said Santana.
