Russia plans to unify export duties on heavy and light oil products at 60% of the duty on crude oil in 2013, the Vedomosti daily says Friday, citing sources in the government.

Russia 's energy ministry and finance ministry have agreed to raise export duties on heavy and light oil products to 46.7% and 67%, respectively, in 2011, and to 52.9% and 64%, respectively, in 2012, the paper said.

Top government officials in Russia, the world's biggest oil producer, have for months debated about how much the country's already heavily taxed oil industry should contribute to filling a budget deficit.

Russia 's finance ministry in October proposed raising export duties on oil products from Jan. 1 to as much as 85%-90% of the duty on crude oil--a measure that according to the finance minister would cost companies around $15 billion a year.
