Turkey 's competition board said Thursday it has made an advisory decision on privatization of state-owned Bogazici, Gediz, Trakya and Dicle power distribution grids, the Ihlas News Agency, or IHA, reported.

The competition board said Turkish electricity generator and energy company Aksa Elektrik Perakende Satis AS and the joint venture between Turkey's Is-Kaya Insaat Sanayi ve Ticaret Ltd and MMEKA Makine Ithalat Pazarlama ve Ticaret AS may acquire a dominant market position if they take over of Bogazici, Gediz and Trakya power distribution grids. As a result, they can seize only two of the grids.

The board said shareholders of MMEKA are also linked with Aksa Elektrik so they should be regarded as a single enterprise. It also approved to take over 80% of state-owned natural gas distributor Baskent Dogalgaz by MMEKA which submitted the highest bid of $1.21 billion in the privatization tender.

Having the competition board consider MMEKA and Aksa as a single enterprise is "unacceptable" for the group, said Ali Metin Kazanci, Chairman of Kazanci Holding, the parent company of Aksa Elektrik, in a statement.

"Kazanci Holding or its subsidaries have no administrational, commercial or financial relation with MMEKA and it is out of question for them to have in the future," Kazanci said.

He added that the group will continue take over transactions for the shares of electricity distribution companies it won in the recent tenders by submitting the highest bids.

In August, Turkish privatization agency OIB held a final tender for the privatization of the grids. Is-Kaya-MMEKA submitted the highest bid of $2.99 billion for
Turkey 's largest electricity distribution grid, Bogazici Elektrik Dagitim AS. It also submitted the highest bid of $1.92 billion in another tender for 100% of electricity distribution grid Gediz Elektrik Dagitim AS, which operates in western Turkey .

Aksa Elektrik offered the highest bid of $622 million in a tender to sell 100% of Trakya electricity distribution grid which is operational in western
Turkey .

A joint venture between Karavil Dayanikli Tuketim Mallari Insaat Otom. Pet. Urun Paz. Sanayi ve Ticaret Ltd. Sti. and Ceylan Insaat ve
Ticaret AS submitted the highest bid of $228 million in a tender to sell 100% of Dicle electricity distribution grid located in the southeast of Turkey .

An official from the competition board told IHA that
Turkey 's privatization agency OIB will make the final decision on the grid tenders.
