The Czech carbon emissions registry OTE AS aims to reopen in the week of Feb. 21, but it's up to the European Commission to grant clearances that would enable resumed trading, an official at the registry said Friday.

"I can't say an exact date, but we are doing everything possible so that we could reopen in that week," Zuzana Zahorovska, a deputy registry administrator said.

The Czech registry of carbon emission allowances has been closed since spot market trade of the permits was halted Jan. 19 by a decree from the European Commission following the EUR28 million electronic theft of emissions allowances in three European Union countries, including the
Czech Republic .

The commission is demanding that all of the EU's 27 national registries undergo independent audits of security and then submit documentation verifying the audit to
Brussels for review.

Zahorovska said she wasn't authorized to say whether OTE had already completed the audits nor to say whether OTE had sent the documentation to
Brussels .

"Once the commission has the report, it will need a few days to review it before it can permit us to reopen," Zahorovska said.
