Spain 's energy market reform proposal can be improved as it hits companies generating electricity from traditional sources, Fulvio Conti, chief executive officer of Enel SpA (ENEL.MI), said Wednesday.

"We will work with the government to improve it," Mr. Conti said. Enel controls one of
Spain 's biggest utilities Endesa SA (ELE.MC).

Mr. Conti, speaking to reporters in
Rome , praised the Spanish government's plans to scrap the tariff deficit system in which companies were forced to sell electricity at below costs and were owed the difference by the government.
