Greece Sets Feb 22 As Deadline For First Private Electricity Generation Units (19/01/2007)

Hellenic Transmission System Operator called a tender for the first private electricity production units on February 22, 2007 The tender involves the construction of three private power generation units of over 300 MW each in the south part of Greece. Under the terms of the tender, HTSO will acquire from candidate IPP’s their availability capacity certificates for a 12 year period. The price of the availability capacity certificates will be determined according to the offers of the bidders and this should be in the range of a minimum of EUR 35,00 per MW per year up to EUR 92,000 per MW per year. HTSO is willing to pay up to 70% of the cost of the certifiacates. It should be mentioned that currently and during the whole transition period of market liberalization all producers are reimbursed by HTSO at EUR35,000 per MW per year for their available capacity. Greek local press see as potential bidders, the consortia Motor Oil with Spanish Iberdrola, Kopelouzos Group with Italy’s Enel, Hellenic Technodomiki and Viohalco with Edison. Mytilineos Group is seen also bidding either independently or along with Endesa. Terna which already operates a 150 MW gas-fired plant near Athens, is reportedly in talks with Endesa for the tender as well.
