ROME (Dow Jones)--Enel SpA (EN), Italy's biggest utility by revenue, said Monday it has signed an energy cooperation agreement with Albania, as it seeks to expand in eastern Europe and the Balkan region.

Enel Chief Executive Fulvio Conti signed the agreement with Albanian Energy Minister Genc Ruli in the Albania capital of Tirana, a spokeswoman for the Rome-based utility told Dow Jones Newswires, confirming an earlier report from Italian newswire Ansa.

The spokeswoman said the energy accord includes the possible construction of a coal-fired power plant with a capacity of about 1,300 megawatts.

Ansa reported that investment in the plant is in the region of EUR1.5 billion. Enel didn't confirm this figure.
