Russian President Dmitry Medvedev Thursday called for stepping up the Russian economy's modernization to achieve the government's target of reducing greenhouse gas emissions by 25% by 2020, Prime-Tass news agency reports.

"We can meet (the target) by implementing our plan to reform the economy's
structure," he said.
Medvedev also said
Russia
's
climate doctrine, which was approved in December 2009, shouldn't be treated as
an absolute and might be revised to fit changing conditions.
Medvedev also said he believed the recent
Copenhagen
conference on climate change had been a failure and he proposed "learning
lessons" from it.
