Speaking to Dow Jones Newswires after exiting a meeting of the Organization of Petroleum Exporting Countries that left output unchanged, Jose Botelho de Vasconcelos said the licensing will "maybe" restart next year. But he suggested
Angola , whose production is capped according to its OPEC quota, was in no rush to resume the process.

"You have to wait. [
Angola 's concessionary] Sonangol is working" on it, he said. Sonangol has previously said it had delayed the process until at least the end of 2010 because it wants more time to study the potential of the proposed blocks.
