Interior Secretary Ken Salazar is scheduled to make a "major announcement" on the project at
noon EDT Wednesday at the Massachusetts State House in Boston , his office said. A person briefed on the secretary's decision said he plans to announce approval of Cape Wind , a Boston company's plan to build 130 windmills across 25 square miles of federal waters off Cape Cod .

A spokeswoman for Salazar declined to comment ahead of the news conference. A spokesman for Cape Wind LLC, the closely held firm developing the wind farm, said Wednesday the company was still waiting to learn Salazar's decision.
