Vice Foreign Minister Ri Yong Ho also said the North's planned launch in April
of a satellite into space, which other countries suspect as a cover to test a
long-range ballistic missile, is a "separate issue" from the
bilateral accord, Kyodo reported.
Ri made the comments to journalists after a meeting in
Beijing
