Institute of Energy for SE
Europe (IENE), in co-operation with the
World Energy Council's Romanian
National Member Committee (WEC/RNC) organized on Thursday,
April 25, 2013, the
“Energy
Trilemma” conference, in the capital of
Romania,
Bucharest
.
Within the framework of
its
co-operation with WEC
,
IENE organized the second of the Conference’s two sessions, which focused on
“Energy
Policies & Strategies in SE Europe: Focus on Romania”.
In pursuing its regional role and
its interests of the energy agenda of the entire SE Europe, IENE co-operated closely
with WEC/RNC in the organization of
this special session, aiming at an overall assessment of the energy sector of Romania. It
should be noted that the World Energy Council’s definition of
energy sustainability is based on three
core dimensions –
energy security,
social equity, and
environmental impact mitigation. These three goals constitute an
“
E
nergy Trilemma”,
providing
a clear framework to deliver the
energy transformation and make sustainable energy systems a reality. As part of
the World Energy Trilemma process, the WEC has developed an
Energy
Sustainability Index, which captures and aggregates country-level data to
outline the relative energy erformances and contextual attributes of WEC member
countries. The findings of the Index analysis on Romania
were presented in the Bucharest
“Energy Trilemma” conference.
The session on
“Energy Policies
& Strategies in SE Europe: Focus on Romania”, organized by IENE,
opened with remarks
by the session’s chairman,
Dr. John Desypris, Chairman of the Institute, followed by
Dr. Radu
Dudau, Executive Director, Romania Energy Center (ROEC), who
provided an overall overview of Romanian energy policies and their impact on SE
Europe with special reference on gas.
Mr.
Dimitris Manolis,
Director of International Activities & International Projects Monitoring,
DEPA S.A., Greece, presented
the company’s role in SE Europe and,
specifically, its contribution to the promotion of natural gas interconnections
between the countries of the region. Mr.
Mark Beacom, Director General,
Sterling Resources, Bucharest, analysed the
prospects of the oil and natural gas sectors in Romania,
which are of strategic importance, with Romania
being the oldest hydrocarbon-producing country in Europe.
Mr. Robert Cruceru,
Executive Director, Romanian
Photovoltaic Industry Association (RPIA), described the prospects of developing
the photovoltaic sector in the country, as well as its efforts to fulfil the its
20-20-20 RES targets, striving, at the same time, with severe bureaucratic and
financing obstacles.
Mr.
Costis Stambolis, IENE’s
Executive Director, focused on the regional supply of natural gas and the need
of creating a competitive natural gas market in SE Europe, where Romania plays a
key role. He, also, presented the Institute’s proposal for creating a regional
natural gas hub.
Finally, Mr.
Cosmin Calin,
Executive Director Corporate Unit of Banca Romanesca, subsidiary of the
National Bank of Greece, referred to the role that financial sector is playing
in the development of RES in Romania.
Following the above presentations, a
lively discussion followed, co-ordinated by IENE’s Chairman, Dr. John Desypris.
