Sofia Gets Five Bids for Building 149.4 Mln Euro CHP Plant

Toplofikatsiya Sofia, the 100% municipality-owned heating utility of Bulgaria's capital Sofia, said that its tender for a 292.2 million levs ($179.4 million/149.4 million euro) contract for the construction of a combined heat and power (CHP) plant has attracted five offers

Bids were tabled by Mix-Construction, the local branch of Italy-registered Arkad, and three tie-ups between local and foreign companies, Toplofikatsiya Sofia said in a notice to the public procurement agency last week.

One of the tie-ups includes Italy's TM.E. S.p.A. Termomeccanica Ecologia and Comef, as well as Bulgaria's Atomenergoremont [BUL:ATOM].

A second tie-up comprises China Tianying, Belgium-registered Europe Tianying, and Bulgarian companies GCR and KMC.

The last tie-up includes two Turkish companies - Bdk Arıtma Teknolojileri and Ranteko Cevre Teknolojileri, as well as Bulgaria's Geostroy.

The CHP plant will utilise refuse derived fuel (RDF) as part of Sofia's waste management strategy. The RDF is produced at the Sadinata site, which was equipped with a Mechanical Biological Treatment (MBT) plant through an earlier EU-financed project.

Toplofikatsiya Sofia intends to utillise EU financing under operational programme Environment 2014-2020, as well as a loan from the European Investment Bank (EIB) to finance the construction of the CHP plant.
