Russia's antimonopoly watchdog FAS has proposed the Energy Ministry grant equal access for Russian oil producers to the country's oil export infrastructure, the Kommersant daily reports Thursday, citing the agency's deputy head.
The proposal would see export quotas being granted on a quarterly basis, replacing the current "untransparent" regime granting quotas on a yearly basis - a change that would be positive for smaller oil producers, Kommersant says.
