Russia isn't ready to exclude export duties on oil and gas from a customs union with Belarus and Kazakhstan , Russian news agency RIA Novosti reports Friday, citing the Russian ambassador to Belarus .

"We aren't ready to leave out duties on energy products at the first stage," Alexander Surikov is quoted as saying.

While he admitted that there was no place for export duties in a customs union, he also said that "in all [other] customs unions, trade is at market prices."
