The head of Russia's state-controlled oil-pipeline operator has complained to Prime Minister Vladimir Putin that Ukraine's oil-transit fees are too high.
"There are, of course, some problems with transit to Ukraine," OAO Transneft's (TRNFP.RS) chief, Nikolai Tokarev, said, according to comments posted on the government's website.

Ukrtransnafta last year introduced, in my opinion, economically unjustified
fees, raising them by 30%," Tokarev said in a meeting with Putin. "The
transit and shipping volumes to Ukrainian refineries fell by 30%."
Tokarev's comments come as
Russia
's
relations with the new government in
Kiev
improve and after Putin floated an idea Friday of merging
Russia
's OAO
Gazprom (GAZP.RS) with Ukrainian national gas company Naftogaz.
