Russia isn't ready to exclude export duties on oil and gas from a customs union with Belarus and Kazakhstan, Russian news agency RIA Novosti reports Friday, citing the Russian ambassador to Belarus.

"We aren't ready to leave out duties on energy products at the first stage," Alexander Surikov is quoted as saying.

While he admitted that there was no place for export duties in a customs union, he also said that "in all [other] customs unions, trade is at market prices."
