Russia has invited representatives of the Organization of Petroleum Exporting Countries to Moscow in the autumn, the Interfax news agency reported Thursday, citing Energy Minister Sergei Shmatko.

"We've proposed a joint seminar in Russia," Shmatko said. "(OPEC is) clearly keen for this to take place."

Russia sought to strengthen ties with OPEC towards the end of 2008, when oil prices fell sharply. Russia, the biggest crude producer outside of OPEC, has proved unwilling to cut output this year to support prices.

Several OPEC members have complained Russia hasn't acted on its pledge to join OPEC's oil production cuts.

Russia didn't send a delegation to an OPEC meeting on May 28, but Deputy Prime Minister Igor Sechin attended an OPEC meeting in Vienna on March 15.

At that meeting, Sechin proposed switching to long-term contracts on oil supplies. Russia also proposed that OPEC draft a memorandum on cooperation between the Russian Energy Ministry that would clearly lay out potential areas for cooperation.

Shmatko said he personally hadn't received a proposal from OPEC to take part in the organization's meeting in Vienna on Sept. 15.
