Poland Friday transferred CO2 rights for 2008 and 2009 to companies participating in the European Union's Emissions Trading Scheme. The move was delayed while Poland contested the E.U.'s decision to trim the overall emission quota for 2008-12.

"It looks like 208.5 million tons, the average annual allocation for 2008 and 2009, will cover the actual emission," Nowicki told TVP Info television channel.

Before the global crisis erupted, Poland had estimated that its industry would be 10% short of CO2 emission rights between 2008 and 2012. But falling industrial output and declining power consumption are key reasons for the change in CO2 emissions balance.
