"Only OPEC members will participate, so the chance a Russian delegation will go is very slim," Sechin said.

Russia, the biggest producer of crude oil outside OPEC, has attended some of the group's meetings in the past in a move to help support prices.

But despite assurances to OPEC members last year that Russia would cut production in order to help curb global supply, the country's oil output rose in the first months of this year.
