The government foresees a 1.9% increase for households, the ministries said. They didn't say exactly how much rates would rise for commercial and industrial clients.

The Finance Ministry wasn't immediately available to elaborate.

The regulated rates are levied by state-controlled utility Electricite de France SA (EDF.FR). EDF's chief executive, Pierre Gaddoneix, recently called for rates to rise by 20% over the next few years to fund investment.
