"We were able to regulate everything. We have reached an agreement allowing us to fully remove all of our bilateral complaints--on one hand, complaints regarding various coefficients, on the other, regarding payments," Sechin said.

Russia 's state-owned oil champion Rosneft (ROSN.RS) had complained of not receiving payments for oil supplies to China because of differences over tariffs.

Rosneft and pipeline operator Transneft (TRNFP.RS) received a total of $25 billion from
China in 2009 to finish building Russia 's first pipeline link to Beijing .

Russia and China have also made "significant progress" in negotiations on gas contract prices, Sechin said.
