China may revise regulations concerning joint offshore oil exploration with foreign companies after several June oil spills at the Penglai 19-3 oil field, the local China Daily newspaper reported Monday, quoting an unnamed person familiar with the matter.

The Penglai field in
Bohai Bay is solely operated by ConocoPhillips China (COP) but jointly owned with Cnooc Ltd. (CEO).

The proposed revision would "nail down regulator responsibility, especially for the MLR, the National Energy Administration, the General Administration of Quality Supervision, Inspection and Quarantine, the Ministry of Environmental Protection and the State Oceanic Administration," the person said.

More detailed penalties for environmental damage and violations of other rules would also be addressed, the China Daily added.
