is currently implementing.
Putin contends the rules will lead to higher energy prices and price
instability.
The EU's Third Energy Package seeks to liberalize the 27-member bloc' energy
market, and blocks those countries that produce energy from transporting it
within the EU.
Putin said
Russia
doesn't want see energy prices rise, because while the country is a large
producer, it all also a diverse economy and higher prices will hit other
sectors.
Barroso countered that the rules are non-discriminatory, and effect all energy
producers alike.
"It applies to
Russia
companies as it applies to Norwegian companies...and to European companies themselves,"
he said.
