Ten major Japanese utilities are expected to collective buy 190 million tons of CO2 credits to meet their target for cutting emission by March 2013, the report said.

The report didn't give the names of the utilities.

Ukraine and many other eastern Europe countries have excessive CO2 credits. The Japanese government last week bought 30 million tons of CO2 credits from Ukraine to achieve its goal under the Kyoto Protocol.
